Statement by H.E. Ambassador Chen Xu in Introducing Draft Resolution "Promoting Mutually Beneficial Cooperation in the Field of Human Rights" at the 46th Session of the Human Rights Council

Madam President,

I have the honor to introduce draft resolution L.22 entitled "Promoting Mutually Beneficial Cooperation in the Field of Human Rights" on behalf of sponsors.

At present, the COVID-19 pandemic is still raging around the world, making serious impact on the economic and social development and human rights of all countries. The pandemic once again shows that countries must step up consultation and cooperation, and uphold and practice multilateralism so as to effectively address global challenges, promote peace and development, and realize the goal of full enjoyment of human rights by all.

To this end, China and other sponsors once again put forward the draft resolution "Promoting Mutually Beneficial Cooperation in the Field of Human Rights", calling for upholding multilateralism, conducting constructive dialogue and cooperation on the basis of equality and mutual respect, strengthening human rights technical assistance and capacity- building, promoting mutually beneficial cooperation and jointly building a community of shared future for human beings. The draft resolution emphasizes that international cooperation should be actively carried out so as to effectively respond to the COVID-19 pandemic and ensure accessibility and affordability of vaccines to developing countries. It also proposes that the Human Rights Council hold a meeting in a timely manner on the promotion and protection of the human rights of persons in vulnerable and marginalized situations during and after the COVID-19 pandemic in order to better share experience and good practices.

Madam President,

China has, in a transparent, open and constructive manner, held two informal consultations, exchanged ideas with various parties on the draft resolution via bilateral channels, and took on board reasonable suggestions for amendment. China appreciates the constructive participation of various parties. The draft resolution is now both balanced and focused. China's initiative on the promotion of mutually beneficial cooperation in the field of human rights is in line with the shared aspiration of the international community. It will help all parties to enhance mutual understanding and trust, carry out pragmatic cooperation, and better realize the goal of promotion and protection of human rights. We hope that draft resolution L.22 will be adopted by consensus.
