Mr. President:
China follows closely the developments of the Ukraine issue. The current situation is not what we would like to see. China’s basic position is consistent and unequivocal, i.e., the sovereignty and territorial integrity of all countries should be respected, and the purposes and principles of the UN Charter should be observed. We call upon all parties concerned to exercise restraint, de-escalate tension, and avoid civilian casualties. The safety of life and property of all civilians, including foreign nationals, and their humanitarian needs should be effectively guaranteed. It is of utmost importance to prevent a large-scale humanitarian crisis. China supports and encourages all diplomatic efforts conducive to a peaceful settlement of the Ukraine crisis, and welcomes direct dialogue and negotiations between Russia and Ukraine. Top priority should be given to regional peace and stability and universal security of all parties in any action by the UN and the relevant parties. Such actions should be conducive to de-escalation and diplomatic solutions.
China opposes politicization of human rights issues and stands against exerting pressure on other countries in the name of human rights. China opposes the establishment of an independent international commission of inquiry on the Ukraine issue. We do not support any action that may intensify tensions. Intervention of and actions by the Human Rights Council will only exacerbate confrontation, and do disservice to the peaceful settlement of the Ukraine issue by diplomatic means. We urge the parties concerned to stop politicizing human rights issues, reject confrontation and exerting pressure, and stay committed to resolving problems through dialogue. China will continue to play a constructive role in seeking and realizing peace.
