Statement by H.E. Ambassador Chen Xu at the 14th GFMD Summit

Mr. Chairperson,

On behalf of the Chinese government, I with to thank the French government and the IOM for their great efforts in preparation for the Summit, and congratulations on the positive outcome of the Summit. Also my best wishes to Columbia, the next chair of GFMD. I’d like to share a couple of thoughts on promoting work in the field of migration.

First, improve global migration governance capability. We need to support IOM’s role as leader and coordinator in global migration affairs, support the developing countries’ legitimate demand for increased representation in IOM, and foster a new global architecture of migration governance that features coordination among governments and international organizations with broad participation of all sides concerned.

Second, provide solutions for migration governance through sustainable development. We need to forge greater consensus in the pursuit for development and promote economic recovery, so as to lay a solid material foundation for dealing with migration issues. Developed countries need to deliver on their commitments, including the provision of Official Development Assistance(ODA), and assist countries of origin in growing their economies, improving livelihoods and building capacity.

Third, protect the legitimate rights and interests of migrants. We need to encourage the migrant population to blend in with local communities and adopt a zero-tolerance policy towards discrimination and hatred targeting migrants. China stands for better transnational law enforcement and security cooperation for the lawful and orderly movement of people, and firmly clamps down on crimes such as smuggling and human trafficking.

Fourth, keep pace with the latest developments in the field of migration. We need to act on the principle of common but differentiated responsibilities, engage in international cooperation to respond to climate change and ease the rising trend of climate migration. We could utilize emerging technologies to improve migration services, and employ new technical tools such as the AI for better projection of migration trends and better identification of migrants.

Last but not least, jointly make GFMD a platform for rebuilding trust. We will continue to support GFMD’s openness, transparency and its informal, state-led nature, encourage parties to share experience and best practice, so as to provide mutual reference for international community in policy-making. We advocate action-oriented third-party cooperation projects and better impact assessments that solicit comments and suggestions through questionnaires and seminars from the public, especially from the migrants themselves, with a view to improve the Forum's work and better serve the migrant community.

To conclude, China will firmly support international cooperation on migration as always, and work with all sides to contribute to safe, orderly and regular movement of people and the enjoyment of common prosperity, and promote the building of a community with a shared future for mankind.
