Group Statement in Finance Committee

Thank you, Chair!

I am speaking on behalf of the the majority of Asian member states and Arab states. At the outset, we would like to reaffirm our commitment to the fundamental principles and rights at work, in particular, the elimination of discrimination in respect of employment and occupation. We also appreciate the work carried out by the Office in this regard in the world of work.

However, we observed that several groups of member states expressed their reservations of using non-universally agreed language in Para 160 in the 2024-25 Programme and Budget document. Since November, 2022, the majority of ASPAG member states have been making great efforts to facilitate constructive dialogue among parties concerned. It is really unfortunate to see this issue still remain unresolved. Taking into account the diverse views that have been expressed, we believe the proposed text by Africa Group is based on a balanced approach which could allow the meaningful and successful implementation of ILO’s program and budget on the ground in line with nation legislation and decent work country program which is established on national tripartite consensus. We are also of the view that the language in Convention No. 100 and 111 is an appropriate reference to any ILO documents regarding discrimination in respect of employment and occupation.

That said, we support the amendment proposed by Africa group and OIC to the Resolution concerning the adoption of the Programme and Budget for 2024-2025 and the allocation of the budget of income among the Member states. We would also welcome any further contributions to this amendment with a view to achieving consensual solution to this matter.
