Mr. President,
I have the honor to introduce the draft resolution L.33 entitled" Promoting accessibility for the full enjoyment of all human rights by all" on behalf of the cross-regional core group consisting of Cameroon, Honduras, Pakistan,Turkyie and my own country China, and other cosponsors.
Accessibility is a symbol of the advancement of human civilization, and an important guarantee for all to promote equal,full and effective participation and integration into social life, to share the fruits of economic and social development, and to realize all human rights. The cause of accessibility originates from the intention of protecting the rights of persons with disabilities, while the outcome it creates can benefit all and achieve equal opportunities and universal, inclusive development for all. In this regard, the core group proposes this draft resolution, hoping all parties could build consensus on the awareness of "Accessibility for All" and promote development in this field.
The draft resolution acknowledges that accessibility is essential for all, including persons with disabilities, older persons and other persons in vulnerable situations, to participate in all aspects of life and enjoy all their human rights and fundamental freedoms fully, equally and effectively; encourages states to take measures to raise awareness throughout the society to create accessible environment for all; calls upon all parties to promote international cooperation in this field; invites the OHCHR to provide technical assistance and capacity-building and assist human rights mechanisms to integrate the view of accessibility for all to their work.
In the spirit of transparency, openness and constructiveness, the core group held 4 rounds of informals, and conducted in-depth discussions with relevant parties bilaterally. The core group has tried to accommodate various reasonable and constructive suggestions at every stage. The current text is concise, balanced and objective, and we are much appreciated to everyone who has made contribution in this regard. The core group is willing to continue to cooperate with all parties in this field, including exchanging experience and practices of legislation on accessibility, promoting accessibility for older persons and strengthening international cooperation, so as to jointly realize the goal of "Accessibility for All". We hope all parties could support the draft resolution adopted by consensus.
