H.E. Ambassador Chen Xu attends the 75th Session of UNHCR Executive Committee

On October 16, 2024, Permanent Representative of the People's Republic of China to the United Nations Office at Geneva and other International Organizations in Switzerland, H.E.Ambassador Chen Xuattended the 75thSession of UNHCR Executive Committee and elaborated on China's position on the refugee issue.

Chen Xu said that the current global situation of forced displacement is critical, and all parties, particularly those countries responsible for refugee issues, should increase funding and support to strengthen UNHCR's role, and the UNHCR should also take more practical actions to help refugees resettle and integrate into the local society in the vicinity of their homes, and to improve the representation of developing countries, which are concerns of Global South countries. He pointed out that war and conflict were the main causes of large-scale displacement, and the international community should actively promote ceasefires and political settlements to avoid further humanitarian disasters. No party to conflictshas the right to prevent humanitarian organizations from providing assistance to refugees. Efforts should be made to pursue long-term solutions to the refugee problem, help the countries of origin of the refugees to enhance their capacity for independent development, and create conditions conducive to the return of refugees to their homes. We should give full play to the important role of Artificial Intelligence and other emerging technologies in refugee identification and refugee early warning, so as to promote UNHCR's work to be more accurate and efficient.

Chen Xu emphasized that China announced at the 2024 Summit of the Forum on China-Africa Cooperation (FOCAC), the10 partnership action plans for China and Africa to jointly advance modernization in the next three years, and recently put forward the AI Capacity-Building Action Plan for Good and for All, which provide new opportunities for the world's development. China stands ready to work with all countries to implementthe Global Development Initiative, Global Security Initiative and Global Civilization Initiative, and to make positive contributions to world peace and prosperity and to the resolution of the refugee problem.
