On May 29, the Spokesperson of the OHCHR made inappropriate remarks in public on the decision of the Chinese National People's Congress to establish and improve the legal framework and enforcement mechanism for Hong Kong Special Administrative Region (HKSAR) to safeguard national security. These remarks grossly interfere in China's sovereignty and internal affairs. China firmly opposes and rejects the remarks.

It is legitimate, legal and imperative for the Chinese National People's Congress to establish and improve at the national level a legal system and enforcement mechanism for HKSAR to safeguard national security in accordance with the Constitution of China and the Basic Law. The decision only targets acts of secession, subversion and terrorism by a tiny number of people, as well as activities conducted by foreign and external forces interfering in the affairs of HKSAR. It will not affect any of the legitimate rights or freedom enjoyed by Hong Kong residents according to law, including the freedom of procession, of assembly, of speech and of press; rather, they will enable Hong Kong residents to better exercise their legitimate rights and freedom in a safe environment.

Hong Kong is a special administrative region of China. Hong Kong affairs are purely China's internal affair and allow no external interference. China urges the OHCHR to strictly abide by the purposes and principles of the United Nations Charter, take an objective and impartial view of the NPC's decision, respect and support China's efforts in safeguarding national security in Hong Kong in accordance with the law, and refrain from interfering in Hong Kong affairs and China's internal affairs by any means.
