On June 19, Ms. Michelle Bachelet, High Commissioner for Human Rights made improper remarks on the national security legislation for the Hong Kong Special Administrative Region of China. These remarks grossly interfere in China's sovereignty and internal affairs and violate the purposes and principles of the Charter of the United Nations, to which China expresses its strong dissatisfaction and firm opposition. Solemn representations have been made to the High Commissioner and her Office.

Legislation on national security falls within the sovereignty of a State. To establish and improve a legal framework and enforcement mechanism by the National People's Congress of China, in line with the Constitution and the Basic Law, for safeguarding national security in Hong Kong at the State level to plug in the loopholes existing in national security legislation for the Hong Kong SAR and to safeguard national sovereignty and security of China is both legitimate and timely as this serves long-term prosperity and stability in the Hong Kong SAR, contributes to long-term smooth implementation of "one country, two systems" and enjoys solid support of all Chinese people, including Hong Kong compatriots. The legislation only targets a tiny few individuals involved in secessionist activities, subversion of State power, and organizing and committing acts of terrorism, and activities of foreign intervention in Hong Kong SAR affairs. It serves to protect the overwhelming majority of law-abiding Hong Kong residents, facilitates better exercising their legitimate rights and freedom in a safe environment.

Hong Kong belongs to China. Hong Kong affairs are purely China's internal affair. The Chinese Government is resolved to safeguard national sovereignty, security and development interests, implement "one country, two systems", and reject any external intervention in Hong Kong affairs. China urges the Office of High Commissioner for Human Rights to strictly abide by the purposes and principles of the Charter of the United Nations, respect and support China's efforts in safeguarding national security in the Hong Kong SAR in accordance with the law, and refrain from intervening in Hong Kong affairs and China's internal affairs in any form.
