In her report submitted to the 49th session of the Human Rights Council, Ms. Fionnuala Ní Aoláin, the Special Rapporteur on the Promotion and Protection of human rights and fundamental freedoms while countering terrorism, slandered China’s counter-terrorism and deradicalization efforts and interfered in China’s internal affairs, which China firmly opposes and categorically rejects.

Violent terrorism, ethnic separatism and religious extremism inflicted severe harm on the people of all ethnic groups in Xinjiang, China, and trampled on fundamental human rights including the right to life and right to development. The Xinjiang Uygur Autonomous Region has taken a series of anti-terrorism and deradicalization measures to eradict extremism and terrorism at their roots. These measures have effectively safeguarded social stability in Xinjiang, and protected the lives, property and human rights of people of all ethnic groups, contributing in a significant way to global anti-terrorism cause. In the past five years, Xinjiang has been free from violent terrorist incidents, and witnessed unprecedented achievements in economic and social development and protection of people’s livelihood. People in Xinjiang are living in a happy and stable environment. These facts refute more forcefully than anything else the Special Rapporteur’s smears.

The Special Rapporteur in question chose to ignore the authoritative information provided by the Chinese government, and turn a deaf ear to the voice of justice from nearly one hundred countries supporting China on Xinjiang-related issues at the Human Rights Council. It exposes her selectivity in discharging her mandate, her bias against China and her willingness to be a political tool of the anti-China forces.

China urges the Special Rapporteur to discard arrogance and bias, discharge her duties in a fair and objective manner, abide by Code of Conduct for Special Procedure Mandate Holders and stop engaging in activities that serve the interests of anti-China forces. Otherwise, the credibility of the Special Procedure and the Human Rights Council will only be further damaged.
