Chinese Mission Spokesperson Liu Yuyin Refutes the Erroneous Remarks by the HRC Special Procedure Mandate Holders on China

On June 14, Ms. Siobhan Mullally, the Special Rapporteur on trafficking in persons, together with a few other special procedure mandate holders, based on disinformation, slandered China. China staunchly opposes and categorically rejects the accusations. We are deeply alarmed that the special procedure mandate holders in question, lacking rudimentary thinking capability and judgment, have fallen for those clumsy lies.

As is known to all, China is a country under the rule of law. The trading of human organs and illegal organ transplantation are strictly prohibited by law. The Regulation on Human Organ Transplantation clearly stipulates that no organization or individual shall buy or sell human organs in any form or engage in activities related to the purchase or sale of human organs. In China, a written consent of the donor is required for the donation of human organs. Since 1 January 2015, the use of executed prisoners’ organs for transplants has been completely terminated in China.

All ethnic groups in China are equal, and there is no discrimination against any of them. China has explained in detail to Ms. Siobhan Mullally and other special procedure mandate holders on above mentioned situation. Regrettably, they ignored the authoritative information provided by the Chinese government and chose to take the disinformation provided by anti-China separatist forces and the evil cult “Falun Gong”. Their flagrant smears and accusations against China have insulted and offended all Chinese people. What they have done, showing no fairness and objectiveness at all, has fully exposed not only their ignorance on and deep-rooted bias against China, but also a lack of basic sense of responsibility and professional ethics. The fact that they are so easily misled and exploited by those with ulterior motives has called in question their professionalism and competence.

China urges the relevant special procedure mandate holders to immediately correct their mistakes, discard bias against China, stop blatant slandering of China, abide by the Code of Conduct for the Special Procedures, and act in an impartial and objective manner. They are advised to develop basic analytical capability and judgement as well as necessary professional ethics, show rudimentary respect for information provided by States, perform their duties in a responsible way, and conduct sincere dialogue and exchanges with States.
