On October 13, 2026, H.E. Ambassador Jia Guide, Permanent Representative of the People's Republic of China to the United Nations Office at Geneva and other International Organizations in Switzerland, attended the 77th Session of UNHCR Executive Committee and elaborated on China's position on the global refugee governance.

Ambassador Jia Guide said, at present, the international situation remains turbulent, and humanitarian crises are occurring frequently around the world. Chinese President Xi Jinping put forward the Global Governance Initiative, offering a Chinese solution to address the pressing challenges of our time, including the refugee issue. In line with the core principles of the Global Governance Initiative, China would like to share the following four suggestions. First, we shall practice multilateralism. Developing countries have long devoted tremendous human and material resources to coping with refugee crisis, and their voice and representation in the global refugee governance system should be further enhanced. Developed countries should fully deliver on aid commitments. Second, we shall advocate a people-centered approach. Resolving the refugee crisis ultimately requires addressing security and development issues to achieve lasting peace and common prosperity. Third, we shall stay committed to real results. We shall actively promote and apply emerging technologies such as artificial intelligence and big data to improve the efficiency in addressing the refugee crisis. Fourth, we shall uphold the rule of law. Relevant parties must strictly adhere to the guiding principles of UN humanitarian assistance, guarantee humanitarian access in a manner that respects sovereignty, and prevent the politicization and misuse of refugee protection mechanisms, thereby safeguarding the credibility of the international refugee protection system.

Ambassador Jia Guide said, This year marks the beginning of China’s “15th Five-Year Plan.” The “15th Five-Year Plan” serves not only as a blueprint for China’s own development but also as a roadmap for cooperation with the world. China will continue to vigorously promote peace talks on hot-spot issues, support the development of the Global South, provide financial and project assistance to UNHCR, and inject greater certainty and positive energy into global refugee governance and humanitarian causes.
